William Deskin

William Deskin has thirty-eight years experience in the aerospace field.  He has held a variety of positions in engineering, program management and quality at Pratt & Whitney (P & W) Military Engines (ME). Examples of some accomplishments include:

• Manager, Advanced Military Engine Programs organization, 2003-2006 exceeded sales goals and achieved ACE gold rating in 2005.
• Quality Manager for ME in 2001 and 2002 when qualified for ACE Silver.
• Manager, Advanced Military Engine Programs organization, 2003-2006 exceeded sales goals and achieved ACE gold rating in 2005.
• Led development of Integrated Program Deployment (IPD) procedure, successful balloting, publication and qualification of System Level Procedure 1.4.
• Working member of High Impact ACE team for Program Management to reduce development time by 50% successfully applied to GP7000 and F135 programs.
• P&W representative on a government committee for Joint Service Specification Guide for propulsion systems, which was used as the model for Engine Validation Managers Standard Work.
• Directed F119 Business Operations staff of the Integrated Program Management Team tracking and validating satisfaction of over 9000 government contract specifications.
• Lead proposal manager and negotiator for all F119 proposals, 1990 - 2000 which captured an additional $2B in development and production contracts.
• Pioneered application of  “what if “ analysis and earned value tools for ME’s government contracts to develop yearly government funding requirements.
• Project and test engineering experience in military fighter engine programs used to develop and hone team management skills

He has applied Lean Methodologies to business challenges in technology, product development and program execution.  His broad experience and comprehensive approach to Achievement of Competitive Excellence, IPD and standard work significantly contributed to ME’s progress toward ACE Gold business practices in the past decade.

Mr. Deskin has a Bachelor of Engineering degree in metallurgical engineering from Youngstown State University.
